  6.                   BITNET USAGE GUIDELINES

  9. The BITNET Usage Guidelines have  been  established  by  the
  10. BITNET Board of Trustees to remind  users  of  the  intended
  11. purpose of BITNET, Inc., and to offer some solutions to avoid
  12. abuse.  While BITNET  has proven an extremely useful network
  13. for scholarly research and  communication,  it  is  not  and
  14. should not be considered a secure network, and should not be
  15. relied on for transmission of confidential or sensitive data.

  18. o   All  use  of  BITNET must be consistent with its goal to
  19.     facilitate the exchange of non-commercial information in
  20.     support of the educational  and  research  interests  of
  21.     Class  A  and  B members.
  22.  
  23. o   All transmissions from Class D and E members to Class D
  24.     and E members are prohibited  except to the extent they
  25.     relate to conference  or  committee  activity sponsored
  26.     by a Class A, B, or C member.
  27.  
  28. o   Large files sent over BITNET may cause traffic problems.
  29.     A  large file will reach its destination, but will do so
  30.     at the expense of  many  other  users.  Therefore,  file
  31.     transmissions   are  limited  to  300,000  bytes  (3,750
  32.     eighty-character records) regardless of the time of day.
  33.     Files exceeding this limit may be divided into a  number
  34.     of smaller files of 300,000 bytes or less, and transmit-
  35.     ted at appropriate intervals.

  37. o   Since  interactive  messages  take  precedence  over all
  38.     other transmissions,  extensive  use  of  messaging  can
  39.     block  the  flow  of BITNET traffic. Therefore, applica-
  40.     tions which make extensive use of interactive  messaging
  41.     capability,  such  as BITNET-based PVM software, are re-
  42.     stricted to research use for designated computer  center
  43.     staff.

  45. o   Proprietary software may not be sent over BITNET.
  46.  
  47. o   Random  mailings  (junk mail), casual contacts ("Who are
  48.     you?"  messages), and job solicitations are discouraged.
  49.

  51. Guidelines may change as the need arises. All members of the
  52. BITNET  community  are responsible  for  seeing  that  these
  53. constraints  and  courtesies  are upheld.  Abuses  should  be
  54. reported  to  local user services.
